Background
Between 1908 and 1913, America witnessed its first national debate over
environmental preservation when the growing city of San Francisco, California
proposed building a dam in the Hetch Hetchy Valley to provide a steady
water supply. The Hetch Hetchy Valley was within Yosemite National Park, however,
and protected by the federal government.
It was therefore up to Congress to decide the fate of the valley. National opinion
divided over the question of whether San Francisco should have the right to dam
the valley, or if the land should be preserved from development.
At the heart of the debate was the conflict between conservationists, who held that
the environment should be used in a conscientious manner to benefit society, and
preservationists, who believed that nature should be protected, saved from human
interference. Siding with the conservationists, San Francisco citizens argued that the
reservoir was necessary for the health of their city. On the other side, preservationists,
led by John Muir, argued that Congress should protect the Hetch Hetchy Valley from
destruction. Muir and his allies believed that nature should be enjoyed for its beauty,
and not merely used for its resources

The Flooded Sister Hetch Hetchy Valley was as
amazing as Yosemite – but it sits beneath 100s of feet of water
and closed off by a Dam built in the early 20th Century to provide
water for San Francisco.

“The human roots of the ecological crisis”
This chapter considers “not only its symptoms but also its deepest causes” (15),
in a dialogue with philosophy and the human sciences.
Technology is the focus of the chapter.
While the contribution of technologies to improving living conditions is
acknowledged, it gives “those with the knowledge, and especially the economic
resources to use them, an impressive dominance over the whole of humanity and
the entire world” (104).
This reliance on technological domination leads to the destruction of nature and
the exploitation of people, especially the most vulnerable populations.

integral human development and social inclusion” (109).

light. This use of the valley, so destructive and foreign to its proper park
use, has long been
planned and prayed for, and is still being prayed for by the San Francisco
board of supervisors, not because water as pure and abundant cannot be
got from adjacent sources outside the park – for it can – but seemingly
only because of the comparative cheapness of the dam required…”

“As we all know, there is no use of water that is higher than the domestic
use…[W]e come straight to the question of whether the advantage of leaving
[Hetch Hetchy] valley in a state of nature is greater than the advantage of using
it for the benefit of the city of San Francisco.
Now, the fundamental principle of the whole conservation policy is that of use,
to take every part of the land and its resources and put it to that use in which it
will best serve the most people, and I think there can be no question at all but
that in this case we have an instance in which all weighty considerations demand
the passage of the bill [to allow the building of a dam in Hetch Hetchy Valley].”
The debate rages today “Water Sustainability and Environmental
Restoration Planning Act of 2012.”
Proposition F: “This measure will: 1)Require the City to
prepare a two-phase plan to evaluate how to drain the
Hetch Hetchy Reservoir and identify replacement water
and power sources; 2) allocate $8 million to pay for the
plan and create a five-member task force to develop it; 3)
require the task force to complete the plan by November
1, 2015, and require the Board of Supervisors to consider
placing on the ballot a Charter Amendment to approve
the plan
