In this article, Samway evaluates the shocking wave of new horizon in Haiti and Chad. A
new beginning is sought through the introduction of Foi et Joie schools which is seen as a new
dawn in the region. The author notes that although the Haitians may not be able to see some
progress in the structural and social changes that may be so desperately in need of, it is difficult
to track the how the financial aid and other humanitarian services have been used. However,
despite the various humanitarian and financial aid promises that Haiti as a country has been
given by different states following the hazardous event of 2010 earthquake which left the country
with a loss estimated to be about $8 billion, the country has not yet received such funds to help in
the humanitarian and other structural development. The author also evaluates Haiti and Chad as a
country and their educational system after the aftermath of the 2010 earthquake. He notes that
education is something that is engraved within the culture of Haitians and Chadians and they do
not need to be reminded about the value of education although each culture perceives education
differently.

In this article, Salmi 2000 evaluates the Haitian educational system in which he states
that the Haitian educational system is very unique compared to other educational system in other
countries. The author notes that despite the fact that Haiti is one of the poorest nations in the
Western Hemisphere, the children have high affinity to education. Majority of the children are
enrolled in private schools which are majorly run by religious committees and private operators.

In this type an educational system, the question of fairness arises in the sense that the quality of
education that children receive is dependent on the level of tuition fees their parents are able to
afford. In other words, quality is directly linked to the tuition fees and the children from poor
families may not be in a position to receive quality education since their parents may not be in a
position to afford private schools. The absence of public resources is one of the primary factors
for the rise in private schools that although may be perceived to fill the void, continues to
undermine the educational system as children from less privileged families may not have a
chance to get quality and reliable education. In less developed countries such as Haiti, Salmi
references the concept of Estelle James pattern of private education concentration; excess
demand and differentiated demand where by excess demand is more prevalent in developing
countries like Haiti.

In this article, the main focus of the author is the devastating effects of the 2010 Haiti
earthquake especially on schools. The 2010 earthquake had tremendous effects on schools and
most importantly on school going children. As noted by the author, the earthquake destroyed
many schools and this led to the collapse of the school system as the Haitian government has
been devastated due to the tremendous impact the earthquake on many social services and
amenities. As a result, many private individuals came in to fill the educational gap through the
provision of private schools some of which had high tuition fees which represented about 40% of
the average Haitian family income. As a result many families opted for their children to stay

away from school as they cannot afford the high tuition fees. As a result, the author notes that
only two-thirds of the Haitian children were enrolled in primary schools. Out of the two third of
the number enrolled in primary schools only a third managed to reach 6th grade as noted by the
author.

The article review from the Walden library gives insights on pointing the gaps and
studying literature concerning a gap. The article advice on the importance of making sure studies
contain relevant and in-depth information regarding the literature review. The author posits that
its standard in pointing out the gaps in the literature that one seeks to fill. The gaps usually get
defined by the information that surrounds it (McIndoo, 2014). The article goes on to list the gaps
in literature review studies that are most common in the research field. The article mentioned two
broad gaps related to the literature review. One of them borders on a researcher failing to find
information concerning literature. The second broad gap mentioned, borders on a researcher
failing to identify adequate resources that would help in the literature review. However, the
author disagrees with the two and offers a detailed insight into the gaps. For instance, he
questions the essence of not finding any information concerning an issue in the literature.
One of the questions raised borders on where the researcher looked when conducting the
research. The second one is on what databases the researcher used. The article also adds that
keywords and time range used also impacts the literature review. Additionally, the author
postulates that the search strategy must cover the issues identified. On the other hand, the second
broad gap makes readers must accept what information the researcher put and limits their scope
in knowing what the researcher knows. The information is usually without any support
(Stadtlander, 2015). This gap results from not conducting thorough research in identifying
whether the problem has few studies conducted regarding it. The article concludes by stating that
precise research makes readers have confidence in the work. This statement is right since readers
could judge the data and identify the researcher’s process in proving and revealing the presence
of an absence.
